The first, is the new Microsoft Startup Centre. It takes you through most aspects that you need to consider when starting up including your sales, finances, marketing, staffing, and branding.
You may also want to check out Business Link (UK Government Funded Body) which will take you through a checklist of topics you need to cover. It also includes a few tools and links to help find what type of tax you need to pay, or what local grant and support schemes are available to help you.
